The soldier's monument, in Victory Park, which stands on Merrimack Square, was erected at a cost of about twenty-two thousand dollars, and was dedicated September 11, 1879. [Manchester, New Hampshire]. According to several sources, the monument was designed by local sculptor and NH native, Lucien Hippolyte Gosselin.

I can not find the artist listed in the article but I believe this monument was done by an artist named Lucien-Hippolyte Gosselin (1883-1940).

Thank you for bringing it to my attention. The original article about this monument did not mention the artist. Indeed the creator of the Victory monument was the famed Lucien Hippolyte Gosselin, b. in Whitefield NH, and who lived in NH for a span of about 20 years. He also taught at the Institute of Arts and Sciences in Manchester NH.
